MANILA, PHILIPPINES — Despite the low estimate of successfully registered SIM cards by the end of the registration period, the Department of Information and Communications Technology (DICT) reiterates that the deadline is on April 26, 2023.

In a media briefing on Monday, DICT Undersecretary for Public Affairs and Foreign Relations Anna May Y. Lamentillo said the agency is “not yet looking at the possibility of an extension.”

“We are still sticking with the April 26 deadline and all hands are on deck to ensure the registration of as many users as possible,” she said.

Lamentillo noted that they expected the lull in SIM card registration and said they are “compelled to do more” to encourage users to register their SIM cards.

To do this, the DICT has partnered up with government units such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), and the Philippine Statistics Authority (PSA) to assist SIM registration at the grassroots level. It has also advised telcos to set up SIM card registration desks during festivals across the country.

On Monday, Globe (one of the leading telcos in the country with over 80 million subscribers) launched the National SIM Registration Week, deploying 500 SIM card registration desks nationwide.

Meanwhile, National Telecommunications Commission (NTC) commissioner Ella Blanca Lopez said they are confident they will meet the deadline.

“We are hoping that SIM subscribers will register by April 26 though as of now only 19.71% are registered. But we still have time,” Lopez said.

She also said they received the report from Infrawatch and are “internally discussing how to address the matter.”

Infrawatch PH sent a letter to the NTC on February 7, expressing concern about the slow pace of registration. It warned that if the pace continues, only a total of 69.52% of subscribers will have successfully registered by April 26, 2023.
