Joint Resolution No. 1 of the Philippine Legislature was signed by President Rodrigo Duterte in 2018. It established the basic pay for uniformed personnel in the Military Forces and PNP. Beginning in 2019, the basic PNP salary in the Philippines will be increased based on their rank. This blog will detail the PNP salary grade in 2023.

Commissioned vs Non-Commissioned Officers in the PNP
The Philippine National Police (PNP) is the primary law enforcement agency in the country, responsible for maintaining peace and order, preventing crime, and protecting the people and their property. As a vital institution of the Philippine government, the PNP ensures that law and order are upheld and that citizens are safe.
Commissioned officers are those who have obtained a degree from a recognized institution and have successfully passed the PNP entrance examination. They hold higher ranks, such as Police Inspector, Superintendent, Chief Superintendent, and Director. They also have the authority to command and manage police operations.
On the other hand, non-commissioned officers in the PNP are those who have not obtained a degree but have completed the required training and have passed the PNP entrance examination. They hold lower ranks, such as Police Officer 1, Police Officer 2, Senior Police Officer, and Police Non-Commissioned Officer. They primarily perform operational and support duties under the supervision of commissioned officers as Patrolman/Patrolwoman up to the rank of Police Executive Master Sergeant.

Other Benefits and Allowances under the PNP
In addition to the monthly basic salary, our men and women in blue are also eligible for monetary perks and allowances. The standard PNP uniformed personnel receives the following basic allowances:
- Regular Subsistence Allowance: Php150 per day
- Clothing Allowance: Php 200 per month
- Hazard Pay: Php 540 per month
- Personnel Economic Relief Allowance: Php 2,000 per month
- Laundry Allowance: Php 60 per month for Officers
- Longevity Pay

Longevity Pay
Employees in PNP uniform who have dedicated years of their professional lives to serving the Filipinos are rewarded with longevity pay. It builds up over time, beginning in year 5 with 10% of PNP personnel’s base wage. In year 10, the longevity compensation for PNP employees will increase by an additional 10%. Every five years, this process is repeated until the cumulative longevity compensation reaches 50% of the base salary.
