COMELEC registration 2023 is set to end on January 31, 2023. The following are the required documents and registration process.

Who may register?

For the Barangay Elections, the following qualifications are required:

  • At least 18 years old on or before the day of the Barangay Elections;
  • A resident of the Philippines for at least one year and in the place wherein they propose to vote for at least six months immediately preceding the Barangay and Sangguniang Kabataan Elections; and
  • Not otherwise disqualified by law.

For the Sangguniang Kabataan Elections, the following qualifications are required:

  • At least 15 but not more than 30 years old and residing in the barangay for at least six months on or before Sangguniang Kabataan Elections; and
  • Not otherwise disqualified by law.

Who is not allowed to register?

According to COMELEC Resolution No. 10868 Section 13, the following are disqualified from registering as a voter:



  • Any person who has been sentenced by final judgment to suffer imprisonment for not less than one (1) year, such disability not having been removed by plenary pardon or amnesty;
  • Any person who has been adjudged by final judgment by a competent court or tribunal of having committed any crime involving disloyalty to the duly-constituted government, such as rebellion, sedition, violation of the firearms laws, or any crime against national security unless restored to his/her full civil and political rights in accordance with law; and
  • Insane or incompetent person as declared by competent authority unless subsequently declared by proper authority that such person is no longer insane or incompetent.

Those under the first and second paragraphs can automatically reacquire their right to vote upon expiration of five years after service of sentence.

What are the required documents for the 2023 COMELEC Registration?

Most of the required documents are available in the registration offices and satellite offices. The applicant only needs to bring a valid ID listed below:

  • National identification (ID) card under the Philippine Identification System (PhilSys);
  • Employee’s ID card, with the signature of the employer or authorized representative;
  • Postal ID card;
  • PWD ID Card;
  • Student’s ID card or library card, signed by the school authority;
  • Senior Citizen’s ID card;
  • Driver’s license;
  • NBI clearance;
  • Passport;
  • SSS/GSIS or other UMID ID card;
  • Integrated Bar of the Philippines (IBP) ID card;
  • License issued by the Professional Regulatory Commission (PRC);
  • Certificate of Confirmation issued by the National Commission on Indigenous Peoples (NCIP) in case of members of ICCs or IPs;
  • Barangay Identification/Certification with photo; and
  • Any other valid ID cards

Please note that a cedula and PNP clearance shall not be honored as valid identification documents for purposes of registration.

As stated in COMELEC Resolution No. 10868 Section 15 A, if the applicant does not have any of the IDs listed above, they may be identified “under oath by any registered voter of the precinct where he/she intends to be registered, or by any of his/her relatives within the fourth civil degree of consanguinity or affinity.”



Additionally, no registered voter or relative shall be allowed to identify more than three (3) applicants.

What is the process for the 2023 COMELEC Registration?

After providing your valid ID to the COMELEC personnel, they will conduct an interview to determine the type of application and provide you with the right application forms.

Fill in the application form correctly, and sign and thumb mark the form in the presence of the COMELEC personnel. You will also be asked to provide biometric data.

Allow the personnel to proceed with the necessary steps. Afterwards, they will hand you the bottom portion of your application form that will serve as Acknowledgement Receipt and proof of filing.
