(UPDATED: 10/20/2022) President Rodrigo Duterte signed Executive Order No. 114 or the “Balik Probinsya, Bagong Pag-asa” (BPP) program, aiming to promote regional development amid the coronavirus disease (COVID-19) pandemic. Soon after its issuance, the National Housing Authority (NHA) launched its official website, where thousands of Filipinos enrolled and applied for the transitory program.

What is Balik-Probinsya Program?
INSTITUTIONALIZING THE BALIK PROBINSYA, BAGONG PAG-ASA PROGRAM AS A PILLAR OF BALANCED REGIONAL DEVELOPMENT, CREATING THE BALIK PROBINSYA COUNCIL, AND FOR OTHER PURPOSES
Initially proposed by Senator Bong Go in April 2020, BPP’s main goal is to encourage urban residents who originally lived in provinces, especially informal settlers, to return to their respective hometowns. With the support of various state agencies, eligible applicants will receive support on transportation, housing, livelihood, education, as well as incentives, depending on their needs during the repatriation process.
Under the program, the “government agencies will ensure the continuous improvement of economies and quality of life in the provinces with the program’s long term plans on various investments in infrastructure, agriculture, business, transportation, and access to a responsive healthcare system.”

BPP requirement
Interested applicants can choose between the two ways to apply for the Balik-Probinsya Program: online (recommended) or physically visiting nearby BP centers (barangay).
BPP online application
1 | Go to the official website of the program: https://bp2.nha.gov.ph/
On the uppermost right corner of the homepage, click the button “Apply.”
2 | Upon clicking, you will be redirected to the Balik Probinsya form. Fill out each empty field with the necessary details.
Personal Information. Provide your personal information such as full name, present address, SSS/GSIS, TIN, contact details. Also, choose one from the technical skills on the system-generated list.
Destination. Fill out the fields asking about your Destination (the provincial address you intend to go back to, whether you are alone or with family, and reason for applying).
Contact Person/s. Provide three contact persons (head of the family, spouse/partner, and friend/family).
Assessment. Answer the Assessment questions about going back to the province and technical skills you prefer to learn.
Agree on the terms and conditions.
Click “Submit” once you’ve accomplished the form.
3 | Wait for an email or call from any representative of the BP program for further instructions.
BPP application in your barangay
- Find the nearest Balik Probinsya center in your barangay.
- Inquire about the requirements and other necessary details about the program.
- Fill out the application/assessment forms with the appropriate information the BP personnel will provide you.
- Submit the accomplished Balik Probinsya Program form.
- The personnel will evaluate your documentary requirements and capture your photo.
- Wait for further instructions.

BPP will include the following provinces as part of its pilot run: Camarines Sur, Zamboanga del Norte, Leyte, Bukidnon, Lanao del Norte, Pangasinan, Quirino, and Marinduque.
