MANILA, PHILIPPINES —  The National Telecommunications Commission (NTC) reports that over 28 million SIM cards, or 16.99 percent, have been registered as of February 3, 2023.

On the official SIM Registration Update page of NTC, 28,702,000 SIM cards, or 16.99 percent of the 168 million subscribers, have been registered as of 11:59 pm on February 3, 2023.

Of the 28 million total, 14 million are SMART subscribers (21.70 percent of its 67 million total users), 11 million are Globe subscribers (13.31 percent of its 87 million total users), and 2.2 million are DITO subscribers (17.20 percent of its 13 million total users).

In a statement on January 31, the Department of Information and Communications Technology (DICT) said that a lull after the first month of registration is expected. However, another surge is imminent when the April 26 deadline nears.

DICT Undersecretary and spokesperson Anna Mae Yu Lamentillo also noted that not all 168 million active subscribers are expected to be registered by April 26.

“We expect that those SIM cards which were used in scams, cybercrimes and the like would not be registered and there are subscribers who would opt not to register for personal reasons,” she said.

But to help ramp up the number of SIM cards registered, the DICT has begun its partnership with Local Government Units (LGUs) around the country, setting up registration booths that will assist residents in SIM registration.

Most of these registration booths will be located in Geographically Isolated and Disadvantaged Areas (GIDAs) where there is little to no internet.
