CDO to Ensure Minimum Health Protocol Compliance

CAGAYAN DE ORO CITY, PHILIPPINES- In response to a recent increase in flu-like illnesses within the city, an ailment akin to one of the NIPAH virus’ symptoms, Cagayan de Oro City Mayor Rolando “Klarex” Uy has issued Executive Order No. 290.

Signed on September 27, 2023, EO No. 290 aims to urge the public to strictly adhere to health protocols in all public places and transportation. With the alarming rise in flu-like cases within the city’s educational institutions and neighborhoods, the necessity for such a directive has never been more urgent.

Entitled “Observing Minimum Health Protocols in All Public Places and Transportations in the City,” the order mandates the compulsory use of face masks, observance of social distancing, rigorous hand hygiene through regular handwashing, and adherence to proper cough etiquette.

This proactive measure is in light of Section 16 of the Local Government Code of 1991, which empowers local government units to take necessary actions for the promotion of the general welfare of their constituents. Moreover, it reflects City Mayor Uy’s unwavering commitment to safeguard the well-being of all Kagay-anons.



Preceding the issuance of this order, select private schools within the city had already pivoted to online classes and had enforced mandatory mask-wearing policies on their campuses. This precautionary decision was motivated by growing concerns expressed by both parents and educators regarding the resurgence of NIPAH virus infections in India.

The executive order is expected to be strictly enforced in all public places and transportation within the city. Residents are urged to cooperate fully with these measures for the benefit of their health and the health of the community.
