General Rommel Francisco, the Chief of the Philippine National Police, reopens the murder case of PCSO’s Wesley Barayuga.

The order also came after the revelations of Police Lieutenant Colonel Santie Mendoza testified during the House of Representatives Quad Committee hearing on September 27.

According to Mendoza, former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma allegedly orchestrated the murder alongside Commissioner Edilberto Leonardo.

Mendoza explained that Leonardo contacted him for a “special operation” against Barayuga, which Mendoza understood to be an “assassination plan.” He also claimed that he hesitated to get involved in the “project” because the target was a high-ranking government official.

However, he was pressured into following the plot because Leonardo told him the order came directly from Garma.

“This revelation demands a thorough reinvestigation of the murder. No one is above the law, and we will seek justice for Ret. Gen. Wesley Barayuga and his family with the full resources of the PNP,” said Maarbil in a statement.

The PNP also added: “We are committed to uncovering the truth, regardless of the position or power of those involved. The public can rest assured that we will hold those responsible accountable.”

Marbil has also shared that he tasked the PNP Criminal Investigation and Detention Group (CIDG) to investigate the re-opened Barayuga murder case.

Wesley Barayuga was PCSO’s police general and board secretary. In July 2020, he was shot and killed in Mandaluyong City shortly after leaving the PCSO office. The gunman who killed Barayuga acted in broad daylight and hasn’t been caught.

The Barayuga murder case has remained unsolved since then.
