Police arrested three suspects in the kidnapping and killing of businessman Anson Que and his driver, Armanie Pabillo.
The Philippine National Police (PNP) identified the suspects as Chinese national Richardo David and Filipinos Junnel G. and Ruel S.
The arrests were made following the discovery of the victims’ bodies in Rodriguez, Rizal, on April 9, 2025.
Que went missing on March 29 after leaving his office in Valenzuela. He was on his way to a meeting in Parañaque but never made it.
His family later received ransom demands from the kidnappers.
The suspects asked for nearly ₱100 million in ransom.
The Que family sent payments in three separate transactions, but the kidnappers still killed the victims.
Police found Que and Pabillo inside nylon bags, hands tied, faces wrapped in duct tape.
Both bodies showed signs of beating and strangulation.
Police said the case could be linked to Philippine Offshore Gaming Operators (POGOs).
The Department of Justice created a new anti-kidnapping task force.
A special court will also handle similar cases to fast-track proceedings and strengthen public safety.
The Philippine Chamber of Commerce and Industry, along with other groups, condemned the killings.
They urged authorities to protect the business community and prevent more crimes.
Police continue to hunt down other suspects. Investigators collect more evidence and interview witnesses.
The Que family thanked the public for their support but asked for privacy as they grieve.
Authorities call on the public to report any information that could help solve the case.
Anson Que was a Filipino-Chinese businessman and the owner of Elison Steel. He went missing on March 29, 2025, and was later found dead along with his driver, Armanie Pabillo.
The motive behind the kidnapping was believed to be financial, as the suspects demanded a large ransom from the Que family. However, despite receiving the ransom payments, the suspects still killed the victims.
Both Anson Que and his driver, Armanie Pabillo, were found with bruises and signs of strangulation. Their faces were covered with duct tape, and their hands were bound when discovered in Rizal.
