Pandi, Bulacan Mayor Enrico Roque and two other officials were arrested on December 17, 2024, in connection with two counts of alleged rape. 

According to the Northern Police District (NPD), Mayor Roque, a municipal councilor, and another government employee were apprehended at a waterpark in Pandi, Bulacan.

Authorities, including teams from the NPD, Criminal Investigation and Detection Group, and Bulacan Police. The listed authorities served the warrant of arrest issued on November 11 by Judge Ma. Rowena Violaga Alejandria of the Caloocan City Regional Trial Court Branch 121. 

No bail was recommended for the accused, who are now detained at the NPD Custodial Facility.



The allegations against Pandi, Bulacan Mayor Enrico Roque stem from an affidavit filed by a woman claiming she was sexually assaulted in Caloocan City on April 6, 2019. 

The woman alleged that she was invited for drinks by Roque, someone she admired. Subsequently, she became intoxicated and was raped.

Lt. Col. Alain Licdan, head of the Northern Police District Special Operations Unit, confirmed the victim’s sworn affidavit. 



Despite the gravity of the accusations, Mayor Roque has denied the allegations. He described them as “baseless and fabricated” in a message to the press.

The suspects’ legal counsel has filed a motion to quash the arrest warrant, alleging that the charges are politically motivated. 

As of now, the court proceedings are awaited to determine the next steps in this high-profile case.
