The Metro Manila Development Authority (MMDA) has officially banned mall-wide sales across the National Capital Region (NCR) during the holiday season.
This move, as part of the MMDA update, aims to address severe traffic congestion in Metro Manila, a perennial issue during the “ber months.” The ban is effective until January 8, 2025.
Holiday Traffic Management Plan
The Metro Manila Development Authority explained that large-scale mall sales traditionally draw massive crowds, resulting in heavy vehicular and pedestrian traffic near malls.
By prohibiting such sales, the MMDA seeks to reduce road bottlenecks and ensure smoother travel for commuters and motorists.
Additionally, malls in Metro Manila are required to adjust their opening hours, starting operations at 11:00 AM instead of 10:00 AM from November 18 to December 25.
Moreover, consumers aren’t the only ones affected by this decision. Malls are also required to follow strict delivery schedules, except for perishables. Deliveries are now limited from 11:00 PM to 5:00 AM.
This staggered schedule aligns with the MMDA’s efforts to decongest traffic during the morning rush hour, allowing a better flow of vehicles in and out of key commercial areas.
Coordinating With Mall Operators
Mall operators have expressed their cooperation with the directive, citing their support for easing congestion during the holiday season.
However, the ban applies specifically to mall-wide promotions. Individual stores can still hold sales, provided these are not advertised as part of large-scale campaigns that might create surges in foot traffic.

According to the government agency, this initiative complements other holiday measures. This includes stricter enforcement of the MMDA coding scheme and increased deployment of traffic enforcers during peak hours.
Public Reception
Several citizens voiced their concerns about the new MMDA update. Many didn’t favor this decision and emphasized that this only hassles Filipino consumers.
With this, it demonstrates how strategic planning and coordination with stakeholders can help alleviate traffic concerns in Metro Manila. However, with its public reception so far, would it be worth it with the convenience of consumers at stake?

How does the MMDA coding scheme work, and why is it important during the holiday season?
The MMDA coding scheme, also known as the Unified Vehicular Volume Reduction Program (UVVRP), restricts vehicles from traveling on specific days based on the last digit of their license plates. This policy aims to reduce the number of cars on the road during peak hours.
Traffic volume increases significantly during the holiday season, and the coding scheme helps mitigate congestion, especially near commercial areas. Additionally, commuters should plan their trips according to the coding schedule.
What are other traffic management strategies used in Metro Manila during the holidays?
In addition to banning mall-wide sales, the MMDA implements strategies such as adjusting mall operating hours, deploying additional traffic enforcers, and increasing public transportation availability during peak hours. ‘
Road clearing operations and coordination with local government units to reroute traffic also contribute to smoother travel. These measures collectively help manage the holiday rush and minimize delays.
How can individuals contribute to easing traffic congestion during the holidays?
Individuals can help reduce holiday traffic by carpooling, using public transportation, and avoiding non-essential trips during peak hours. Planning shopping trips early and utilizing online shopping options are also effective ways to lessen traffic. Supporting these measures not only improves traffic flow but also reduces stress for all road users.
