DepEd is investigating a P52-million anomaly involving alleged “ghost students” in the Senior High School Voucher Program (SHS VP), which provides financial aid to private school learners.
DepEd Secretary Sara Duterte confirmed that internal audits uncovered the issue, implicating 12 private schools in the fraudulent claims.
The agency flagged the irregularity in time, preventing the misuse of public funds.
Education Secretary Sonny Angara reaffirmed DepEd’s commitment to addressing the issue, stating, “We take these allegations seriously. Misuse of public funds will not be tolerated. This investigation is crucial in uncovering the truth and ensuring accountability.”

DepEd has begun action, preparing to revoke the schools’ accreditation and gathering evidence against those responsible.
Legal measures are also being considered, as reports reveal that up to P52 million nearly went to “ghost students” in 12 private schools.
The investigation is ongoing, and DepEd is expected to release further updates in the coming weeks.
The Senior High School Voucher Program (SHS VP) is a financial aid program from the government that helps students pay for senior high school, specifically those who want to attend private or non-DepEd public schools. It’s like a “discount” or subsidy that lowers the cost of tuition and other fees.
DepEd blocked a potential defraudment of P52,571,500 for the school year 2023-2024
Schools found committing any violation of the program’s rules face two consequences: suspension from the senior high voucher program, and/or disqualification from all DepEd grants and subsidies.
