Mayor Joel Ruma of Rizal, Cagayan, was shot and killed by unidentified gunmen on the morning of Tuesday, April 23, 2025
The ambush took place in Barangay San Juan while the mayor was on his way to a local engagement.
According to police reports, the attack occurred around 7:30 a.m. when assailants opened fire on the mayor’s vehicle.
Ruma was pronounced dead on the spot.
Aside from Ruma, two more individuals were injured in the shooting. One sustained a gunshot wound on his right elbow, while the other was wounded on the chest and lower back.
Ruma previously served as the town’s vice mayor before being elected to the mayoral post.
The Cagayan provincial government condemned the killing, calling for a thorough investigation.
Authorities launched a manhunt and are reviewing CCTV footage from the area.
Checkpoints were set up in key locations across Rizal and nearby towns to intercept the attackers.
Local officials urged law enforcement to expedite efforts in identifying and capturing those responsible.
Mayor Ruma’s death highlights continuing security concerns for public officials, particularly in remote or politically sensitive areas.
The Department of the Interior and Local Government (DILG) stated it would coordinate with local authorities to assess possible threats to other officials and reinforce protective measures where needed.
By law, the vice mayor typically assumes office in the event of the mayor’s death. An official announcement is expected soon.
One of the injured victims sustained a gunshot wound to the right elbow and is currently receiving medical treatment. The second victim was hit in the chest and lower back, with authorities confirming that both are in stable condition as of the latest medical update.
Police are reviewing surveillance footage, conducting interviews, and maintaining checkpoints to capture the suspects.
