Sual, Pangasinan Mayor Liseldo “Dong” Calugay is speculated to be involved with Alice Guo’s escape from the Philippines. Senate Subcommittee on Justice Chairperson Risa Hontiveros revealed the information during her subpanel’s hearing on Thursday, September 6.
Mayor Dong Calugay was invited to the Senate on Thursday. However, he told the panel that he was diagnosed with dengue, “which requires immediate medical attention and rest.”
During the hearing, Sheila Guo, Alice Guo’s sister, admitted that she knew Mayor Calugay in 2019 through the ex-mayor.

Sheila said that she and Alice went out with the mayor to dine at a Filipino restaurant in Pangasinan before the pandemic. However, Sheila insists that she doesn’t know whether Alice Guo and Mayor Calugay are involved in a romantic relationship or business partners.
“May relasyon ba si Mayor Calugay at Alice? Magkasosyo ba sila sa business?” asked Hontiveros in the hearing.
“Hindi ko po alam, ang alam ko kaibigan po,” Sheila replied.
After her admission, Senator Joel Villanueva highlighted that Shiela Guo had previously denied knowing any political figures who could have assisted her.
“Pero ngayon may binanggit kang mayor?” Villanueva said.

When the session resumed, Hontiveros later said, “I wish to share that the executive session has surfaced a clear link to Mayor Calugay of Sual, Pangasinan kaya’t I really really hope that the good mayor will make himself available when he’s called. Huwag po sanang bigla kayong umalis sa bansa, Mayor.”
In a Senate hearing in May, Senate President Pro Tempore Jinggoy Estrada asked Alice Guo if she had a live-in partner who was a Pangasinan mayor who also allegedly ran a Philippine Offshore Gaming Operators (POGO) operations. Alice said she was single, but it’s since then speculated online that it was Mayor Calugay.
