February 25, 2025 in the Philippines marks the 39th EDSA People Power Revolution. With that, President Ferdinand Marcos Jr. has declared this day a special working day under Proclamation No. 727.

The government aims to maintain the historical importance of the event while ensuring that businesses and industries continue to operate.

The Proclamation reads, “WHEREAS, on 25 february 2025 (Tuesday), the country will commemorate the 39th Anniversary of the EDSA People Power Revolution which ushered political, social, and economic reforms in the country, thus may be declared as a special working day;



According to the Labor Advisory, in relation to special working days during this day:

  • It shall be considered an ordinary working day for the purpose of payment of wage and wage-related benefits. 
  • If the employee does not work: There’s a no work, no pay principle that applies unless there is a company policy, practice, or CBA that grants payment for special working days.

If the employee works on a special working day

  • For the first 8 hours, the employee will receive 100 percent of their basic wage (basic wage x 100%).
  • For work exceeding 8 hours, the employee will receive an additional 25 percent of the hourly rate (hourly rate x 125%).
