The Theoretical Driving Course or TDC is a fifteen hour classroom session that teaches the fundamentals of driving and road safety. The course is divided into three sessions, covering a range of topics from introductory LTO to complex information about safe motor vehicle use. Practical driving activities are also included when the course is taken through a private instruction school. Additionally, it must be completed at an LTO branch, online or an LTO Driver Education Center (DEC) or any LTO-accredited institution. 

Understanding the Theoretical Driving Course

The Land Transportation Office (LTO) requires every individual who wants to acquire an LTO driver’s license to take the mandatory 15-hour Theoretical Driving Course (TDC). One must secure an appointment for the TDC then attend the course before taking the TDC exam. Upon passing, they receive a TDC Certificate of Completion from LTO. 

How important is the TDC? Apart from being a requirement when applying for a Student Driver’s Permit, TDC promotes safer roads, better driver attitudes, and a more technical understanding of road signages. 



Furthermore, it also supports government resolutions to resolve traffic issues, helps student drivers develop better driving attitudes, and restricts the acquisition of student driver’s permits to ensure only the most qualified get a license.

Theoretical Driving Course at LTO

The TDC Curriculum includes both theoretical instruction and practical driving lessons. Topics covered include the role and operations of the LTO, obtaining a driver’s license, traffic regulations, scanning for danger, automotive operations, driving and parking skills, fuel-saving techniques, vehicle safety checks, basic troubleshooting, defensive driving, and safe use of motorcycles and light motor vehicles.

Wanting to enroll for LTO Theoretical Driving Course (TDC)? The first step is to book a schedule. Once you’re done booking for the Theoretical Driving Course (TDC) at any LTO office, you must secure the following documents required for the course: 

  1. Original and one photocopy of PSA/NSO Birth Certificate;
  2. Original and one photocopy of 1 valid government-issued ID;
  3. If you are married, secure original and one photocopy of PSA marriage contract;
  4. One piece of 2×2 ID picture and;
  5. A printed copy of the Theoretical Driving School Student List with your name highlighted. 

Enrolling in an LTO-Accredited Driving Center? Here are the steps:



  1. Find an LTO-accredited driving center in your region.
  2. Inform them that you want to be scheduled for the Theoretical Driving Course (TDC).
  3. Wait for your schedule confirmation.
  4. Once your schedule is confirmed, attend the three-session lectures.
  5. After the lectures, take the TDC exam. You must score at least 80% to pass.
  6. If you pass the exam, you can secure your TDC certificate at the same place where you took the course.

Note: If the course is free, you don’t need to pay anything. If you fail the exam, you can retake it at the same location until you pass.

LTO’s Free Theoretical Driving Course

Fortunately, LTO has introduced a free 15-hour TDC course for first-time drivers. This course is accessible at selected Driver’s Education Centers (DECs) across the country, with the aim of equipping new drivers with the necessary knowledge, skills, and attitude to become responsible road users. The TDC course encompasses topics such as traffic signs, driving laws, defensive driving strategies, and vehicle control techniques, among others.

Applicants are required to contact and register at selected LTO driver’s education centers to partake in the free TDC course.



Please note that not all centers offer the TDC course for free, hence, it is important to verify this first. After completing the training, participants will receive a certificate, which can be used to apply for a student driver’s license.

If you take the TDC at an LTO branch or any LTO DEC nationwide, the course is free.

However, if you prefer to enroll in a driving school, the cost for face-to-face sessions ranges from Php 1,500 to Php 2,500. Online TDCs offered by driving schools typically cost between Php 1,000 and Php 1,500.
