The Bureau of Immigration (BI) has suggested that former presidential spokesperson Harry Roque may have left the Philippines undetected, utilizing the same clandestine route as Alice Guo. 

BI Commissioner Joel Anthony Viado said there are no records of Roque’s departure in the official system.

Which suggests he may have used a hidden exit through Tawi-Tawi, the same route linked to Guo’s escape.

The information surfaced during a Senate subcommittee on justice and human rights hearing on March 18, 2025. 



Viado revealed that powerful individuals, especially those connected to Philippine offshore gaming operators (Pogos).

Often have access to unofficial exit points, allowing them to evade the immigration system. 

While the BI can’t confirm the exact route Roque took—whether by sea or air—authorities are concerned about how easily some individuals can leave the country without being caught.

The former spokesperson, who is currently in the Netherlands, is involved in former President Rodrigo Duterte’s defense team for crimes against humanity before the International Criminal Court (ICC). 



Additionally, Roque is implicated in a human trafficking case related to Pogo hub activities. 

His departure follows a similar pattern to Guo and her siblings, who reportedly used Tawi-Tawi to escape without detection.

Despite the challenges in tracking his escape, the BI remains determined to uncover how these individuals evade the system. 



The growing concern over Pogo-related exits has led to increased scrutiny of the potential risks involved in border security and the use of illegal routes.
