The Bureau of Immigration (BI) had received intel that Alice Guo left the country illegally without passing through the immigration authorities. The same source stated that she traveled to Malaysia as early as July.
“We received intelligence information from our counterparts abroad that Guo illegally left for Malaysia and then flew to Singapore,” Immigration Commissioner Norman Tansingco stated.
While Guo is under the Department of Justice-issued immigration lookout bulletin (ILBO), the system did not record her departure.

“The BI has presence at all regular international ports of entry and exit like international airports and seaports, whereas informal exit points are managed and monitored by other aviation or maritime agencies,” the agency said.
Alice Leal Guo is the mayor of Bamban, Tarlac, who was identified as the Chinese national Guo Hua Ping. Despite repetitive notices, the Senate has placed an order of arrest on Guo for refusing to appear at the hearing. Senator Sherwin Gatchalian is actively participating in the investigation. He informed that one of his office staff tried to meet Alice Guo’s lawyer, Atty. Elmer Galicia.
“Nakausap po ng staff po natin sa telepono at ang sabi po ni Atty. Galicia na si Guo Hua Ping ay pumunta sa kanya personally on August 14, 2024. So talaga pong may pinagluloko po tayo dahil parang lumalabas at bumabalik. At despite na meron pong arrest warrant ay hindi po ito pinapansin,” he said.
Senator Risa Hontiveros revealed that Alice Guo left the country of the Philippines on July 18 during the Senate’s session.
“I am now in receipt of information that in fact this person was already out of the country on July 18, 2024 to Kuala Lumpur, Malaysia,” Hontiveros said. “Ipapakita ko po ang dokumentong ito, bilang patunay na pumasok sa Malaysia si Alice Guo. Siya po ay pumasok ng 12:17:13 military time ng July 18.”

Hontiveros also added that Alice Guo left the country using her Philippine passport. Her sources also disclosed that Guo went to Singapore to meet her family after going to Malaysia. One of the members she would be meeting is Cassandra Ong, a representative of the now-raided POGO hub in Porac, Pampanga Lucky South 99.
The senator also criticized local officials who allowed the entire situation to happen. She added that the issue would be a big slap to the country’s laws and policies if the issue is not resolved.
