To legally start your business, you must first register with the Bureau of Internal Revenue (BIR). To avoid penalties or criminal liability, you must observe all business and tax regulations once you’ve properly registered with the BIR.

In June 2021, the BIR launched NewBizReg, an online system for business registration, in response to the growing number of people who want to do their taxes online due to the pandemic. 

So here, we are providing a guide and steps that will show you how to register your new business with the BIR, either online or in person.

These are the requirements and procedures that you will undergo when registering your business online or through your local BIR Revenue District Office (RDO). 



Individuals and professionals who are self-employed

  • 2 original copies of accomplished BIR Form 19014;
  • 1 photocopy of a valid Government ID (if a professional, please present your PRC ID);
  • 1 photocopy of proof of residence either from the barangay or the homeowner’s association;
  • 1 original copy of a sample layout of official receipts/sales invoices (these are available at the RDO where you’ll complete the registration);
  • 1 photocopy of DTI Business Name Certificate (if applicable);
  • 1 photocopy of BMBE Certificate (if applicable);
  • 1 photocopy of Working Visa for Foreign Nationals;
  • 1 photocopy of Franchise Document for common carriers (e.g. PUVs, PUJ, etc.);
  • 1 photocopy of Permit to operate if under PEZA or BOI; and
  • 1 original copy of Special Power of Attorney if transacting through a representative. 

Note:  Depending on the type of your business, the list of requirements may differ. For example, in early 2022, when registering an online business as a sole owner, the BIR just required a photocopy of the DTI Business Name Certificate, a photocopy of valid ID, and two original copies of the duly-completed BIR Form 1901. 

 Partnerships and Corporations

  • 2 original copies of accomplished BIR Form 1903;
  • 1 photocopy of the SEC Certificate of Incorporation (in case of corporations) or Certificate of Recording (in case of partnerships);
  • 1 photocopy of Articles of Incorporation or Articles of Partnership (whichever is applicable);
  • 1 photocopy of BMBE Certificate (if applicable);
  • 1 photocopy of Franchise Document for common carriers (e.g. PUVs, PUJ, etc.);
  • 1 photocopy of Permit to operate if under PEZA or BOI; and
  • 1 original copy of board resolution if transacting through a representative.

For the registration of manual accounting books 

  • 2 original copies of accomplished BIR Form 1905;
  • 1 photocopy of a valid Government ID (if a professional, please present your PRC ID);
  • Bound books of cash receipt and cash disbursement ledgers (mandatory for all businesses);
  • Bound books of general journals and general ledgers (mandatory for all businesses except freelancers, licensed and non-licensed professionals);
  • Bound books of sales journals and purchase journals (mandatory for VAT registered entities);
  • 1 original copy of Special Power of Attorney if transacting through a representative; and
  • 1 original copy of board resolution if transacting through a representative of a corporation/partnership.

For authority to print invoices and receipts

  • 2 original copies of BIR Form 1906;
  • 1 photocopy of a valid Government ID (if a professional, please present your PRC ID);
  • 1 original copy of the final sample of the receipt/invoice – which is available at the RDO;
  • 1 original copy of Special Power of Attorney if transacting through a representative; and
  • 1 original copy of board resolution if transacting through a representative of a corporation/partnership.

Note: As primary documentation of a transaction, you can only utilize official receipts and sales invoices generated by the BIR.

7 Steps for Applying for BIR Business Registration at an Revenue District Office (RDO)

1. Complete all requirements and go to the RDO where your business is located.

2. Obtain a queue number from the guard for the new business registrant lane.

3. Fill out the application and pay the registration cost.

4. Apply for the transfer of registration (if applicable).

If the applicant already possesses a TIN but is not registered with the current RDO, this must be done. Use the same BIR Form that you used to register your books of accounts.



5. Pay the PHP 500 registration cost and the PHP 30 documentation stamp tax.

6. Upon approval, claim the COR, ATP, and “Ask for Receipt” Notice.

If the officers are available, this may take a day.

7. Attend the scheduled initial briefing for taxpayers.

The BIR offers free training on the rights, obligations, and duties of new business owners. Most RDOs are now providing the stated briefing for new business registrations online using Zoom. The meeting’s schedule, as well as the Meeting ID and passcode required to attend, are normally posted on the bulletin board or the RDO’s official social media channels.

8 Steps to Apply for BIR Business Registration Online.

1. Visit the BIR online system NewBizReg

2. Download the forms and document samples from the website.

Prepare all required documentary requirements in a scanned PDF copy with a total file size of no more than 4MB.



3. Make sure you have all of the documentation you’ll need.

4. Fill out the tax questionnaire.

You can get it via the NewBizReg website or by clicking this link. Your filing and payment responsibilities will be determined using this information. 

5. Pay the Registration Fee and Documentary Stamp Tax.

If the taxpayer applicant already has a TIN, you can use BIR’s online payment channels to pay the PHP 500 Registration Fee and PHP 30 Documentary Stamp Tax.

If the taxpayer applicant does not have an existing TIN, the BIR will send you an email with instructions on how to pay. It’s also possible that you’ll be asked to pay just when you pick up your Certificate of Registration.

6. Get your RDO’s email address from the BIR’s NewBizReg website.

By inputting your business address on BIR’s NewBizReg website, you can find out your RDO and their email address.

7. Email your documents to RDO.

It is now time for you to send your email. You should have received the RDO’s email as a result of the preceding step. Copy and paste the subject of the email you received from NewBizReg. After that, you must attach all of your application’s essential documents.

8. Pick up your Certificate of Registration.

If all of your paperwork is in order, the BIR should send you an email confirming your registration. In that email, you should give a schedule for picking up your Certificate of Registration (COR). Simply show up at your RDO on the designated date.
